Having a wind-up "Once while this card blah blah" effect, but if it goes to the grave again it refreshes... Why isnt this fishborg a tuner?!

When this card is successfully special summoned, randomly discard 2 cards from your opponent's hand. The effect of [Water Spirit God - Moulin Glace] can only be used once per turn. If this card leaves the field, you cannot conduct your next turn's battle phase.
