New Implementation?

If you all followed OCG news, you all would've heard of the new implementation to the banlist for September 2013. And then recently one of the Japanese player posted this interesting list

Special Rule:
You can only use a total of 6 cards with "Dragon Ruler" in name in your deck.

For people who have played VG before, I think you would be more familiar to the special rule. For those who don't know, here are some Examples:
1. Blaster, Dragon Ruler of Infernos x3, Burner, Dragon Ruler of Sparks x3 - O
2. Blaster, Dragon Ruler of Infernos x3, Tempest, Dragon Ruler of Storms x2, Lightning, Dragon Ruler of Drafts x2 - X
3. Tempest, Dragon Ruler of Storms x2, Redox, Dragon Ruler of Boulders x2, Tidal, Dragon Ruler of Waterfalls x2 - O

The list looks legit to me

Heavy Storm
There's no need to explain for Storm isn't it? Instantly punishing trap based decks if they set lots of back rows. Though those deck can still use cards like starlight road and stuffs, but most likely konami doesn't like a "1 card earn more than 2 cards and loses tempo" card like Oppression and stuffs, whereas trunade doesn't make your opponent lose any cards but tempo only instead. But without storm, there will be more and more skilless people setting 5 cards since they don't lose money. So there are pros and cons in both "wind" cards.

Spellbook Magician of Prophecy & Spellbook of Judgement
Judgement shouldn't exist but since it's a new card so I don't think it will go into the forbidden list. For Spellbook Magician, since its a Spellbook card + it can search Secrets, and Konami doesn't want that deck to really die, hitting Magician would be the best choice. Also, the deck is a spell deck, hitting secrets will make that deck super shitty. Colin from Duel Society will be happier to put 3 Maiden in deck right? lol

Deep Sea Diva
Look at tour guide! And for Tidal/Stream Dragoon OTK. No explanation needed I guess lol.

Fire Formation - Tensu
This part is interesting, I was asking Baha why this card was restricted. But let's say Konami wants to "Fuck Firefist but not Bujins", this would be legit. Hits Firefist Tri hard too, after the leopard + spirit combo, think whether you would wanna sacrifice your 1 and only Tensu now.

Book of Moon
Originally Baha and I were discussing about Compulsory Evacuation Device getting restricted like book of moon since its a chain-anytime-you-like card, but I told him if CED doesn't get hit means Book of Moon comes back, and there it is lol.

Special Rule
Hitting 8 types dragons is quite lame so I think the special rule is good. =D

wouldn't they just errata the dragon rulers? that as a rule makes no sense.

 

Giant trunade would not return to one. Stupid idea for dragon rulers

 

It definitely doesn't seem like a list Konami would write, just because of the Heavy swap, the slap on the wrist for Mermails, and the hitting of 3-Axis just as they're about to start selling Rooster in JOTL. But if the list IS true, then at least we never have to put up with Dragon Rulers again. I just think it's unlikely.

IDK, errata the dragons, you have to reprint the cards, which means Konami have to spend money? Lol, anyway there's a change in banlist and deck building rules so this rule itself had a high chance that it's that change

 

So what idea would be smart for dragon rulers?

 

I know the "wind" swap is unbelievable but other than that hitting tensu also means hitting fire fist quad, doesn't exactly meant that it's hitting the Tri build itself, just that Tri/Quad build players have to decide whether they would like to sacrifice their one and only tensu now for the rooster/bear etc. effect. Also, just because it's just released doesn't meant anything, we get tour guides and tengus hit even before our extra pack is released...

 

Ban rejuv. Sarc to 1. Big dragons to two. I still want to play the deck. Putting this rule in I would not be able to play the deck ever again. The tcg also had the tins coming out. If this list is true they will lose money on the tins. Fire fists and mermails barely get hit and ophion needs to be at 1 for other archtypes like agents to exist.

I like this list other than one thing the wind card swap.
I guess I still would rather see Spellbook of Secrets get hit then the Spellbook Magician of Prophecy only because there is more stuff to stop him that doesn't minus the player trying the there is to stop the spell itself.
I also enjoy the idea of the dragon ruler change, people forget the Dragon Rulers are getting reprinted in tin form so printing that rule on them doesn't seem that farfetch'd, honestly they I would imagine were meant to be support when they came up with the concept, and the fact they went unchecked for a whole format shows exactly this was a needed change plus the overwhelming diversity at worlds.
